It is one of two states where the above is true.

Anonymous may be Legion, but they are wrong.
Seems like the author deemed counties above a certain population size "large." Then he ranked the larges in order of poverty rate. Then he noticed that only NY and MO have a county in the top 10 and the bottom 10 of the rankings. A decent proxy for inequality I guess.
