John Maynard Keynes wrote this in 1936 (emphasis in original):
Britain should build up its naval strength and wait for the dictators to make mistakes.
I get a kick out of this - it has an element of absurdity that I associate with Grob's sensibilities. As if you could sort of sit back, wait for the Germans to send their entire navy to the Irish Sea or something, and then - BAM - victory!
Of course, I've ripped this sentence out of context, but that's how you do it people, that's how you do it.
